The Albertville Public Works Department oversees and coordinates all of the activities associated with operation and maintenance of the City’s infrastructure and public facilities. The Public Works Department is responsible for maintaining the City’s streets, trails, storm sewers, water mains, and sanitary sewer system. The Department is also responsible for the City’s open spaces, buildings, parks, compost site, vehicles, and equipment.

The City Engineer is responsible for all public engineering and construction projects in the City of Albertville. This includes the design, plan review and construction inspection of all public improvements, such as street, sanitary sewer, watermain, storm sewer and park improvements.

Emerald ash borer (EAB) is a non-native (invasive) insect from Asia that kills ash trees. Across the country, it has killed millions of trees since its discovery in 2002. Minnesota is home to approximately 900 million ash trees, the most of any state, making it very
susceptible to the destruction caused by EAB. Trees become infested when adult beetles lay eggs on the bark. The eggs hatch into larvae that bore into the tree, and feed on the part of the tree that moves nutrients up and down the trunk eventually killing it.

What can I do if I have ash trees in my yard?
Residents should be proactive when managing the ash trees in their yards. Ash trees can be treated with an insecticide to prevent EAB infestation. To be effective, treatments must be repeated every two to three years for the entire life of the tree, depending on the label instructions. If you are not interested in or cannot afford to treat your ash tree, residents should consider having it removed now by a professional tree care company and replant with a tree that is right for the Albertville area.

Symptoms of an EAB infestation

High Woodpecker activity: Woodpeckers feed on the larvae beneath the bark causing the outer bark to fall off.
Bark splits: Larvae tunneling under the bark causes splits in branches and trunks.
Canopy dieback: The thinning of the outer branches of the tree.
Suckering shoots: Shoot/suckers growing from the trunk of the tree.

The City of Albertville has been proactive in using multiple methods to slow the spread and manage EAB including treatments, removals, education, and replanting. Desirable ash trees on the boulevard are being treated.

Road Restrictions

Road Restrictions Each year during the spring thaw (typically early-March to mid-May), State, County and local highway authorities impose axle weight restrictions to protect their roadways.

The two primary causes for premature deterioration of asphalt streets are weather and traffic. As the frost is leaving the ground during the spring thaw, the gravel under the street has high moisture content, which affects the load carrying capacity of the asphalt pavement. Therefore, in order to prolong the service life of the streets and highways, axle weight restrictions are imposed during the spring thaw when streets are most susceptible to damage due to heavy loads.

The exact dates on which seasonal limits go into effect and are removed vary depending on annual temperature variations. Seasonal load limits in Albertville go into effect on the date determined by the Minnesota Department of Transportation (MnDOT).

Exceptions

Exceptions to the seasonal load limits in Albertville are made for emergency response vehicles, school buses and emergency utility repair vehicles/equipment. All other vehicles must follow the posted weight limits.

Storm Water Pollution Prevention Program

In an effort to protect our water resources, the city has a federal National Pollutant Discharge Elimination System (NPDES) storm water permit, administered by the Minnesota Pollution Control Agency.

The permit requires the City, as the owner of a comprehensive storm sewer system, to develop a Storm Water Pollution Prevention Program (SWPPP). The goal of the SWPPP is to reduce the discharge of pollutants from our storm sewer system.

The program has six goals:

Public education and outreach
Public participation and involvement
Illicit discharge and elimination
Construction site runoff control
Post-construction storm water management
Pollution prevention/good housekeeping
