Liquor License
Liquor licenses available through the City of Albertville include On-Sale, Sunday Sale, Club On-Sale, Wine, Off-sale and 3.2 Percent Malt Liquor. The license year runs April 15 through April 14. Licenses are non-transferable. View Albertville City Code Title 4 Chapter 1.
Applying for a License
Businesses wishing to sell liquor in the City of Albertville must submit a completed application packet to the City at least 60 days before the projected effective date.
There are many types of licenses issued for establishments serving liquor, so please contact the City Clerk for the correct application and to inquire about the timing and process of the application.

Per Chapter 5 of the Albertville City Code, it is unlawful for a business to operate, offer, engage in or carry on massages services in the City without a therapeutic massage enterprise license. Also, the person practicing or administering a massage to the public must first obtain a therapeutic therapist license from the City.
Licenses expire on December 31 of each year.
Massage Therapy Enterprise License Application
Individual Massage Therapy License Application
The following people and businesses are exempt from the provisions of this Chapter while performing activities covered by their professional licenses or professional affiliations:
- People licensed by the State of Minnesota to practice medicine, surgery, osteopathy, chiropractic, physical therapy or podiatry and people working solely for and under the direction of these individuals; and
- Beauty culturists or barbers licensed by the State of Minnesota who do not hold themselves out as giving massage treatments, and provided, that massage by beauty culturists is limited to the head, hand, neck and feet, and the massage by barbers is limited to the head and neck; and
- A place licensed or operating as a hospital, nursing home, hospice, sanitarium or group home established for hospitalization or medical care; and
- Athletic coaches, directors, and trainers employed by public or private schools.
Per Chapter 9 of the Albertville City Code, it is unlawful for any person to engage in the operation of a Mobile Food Unit (MFU) without first obtaining a license.
The City has 2 types of MFU licenses available:
- Temporary for up to 3 consecutive days or
- Annual which expires on December 31 following date of issue.
Mobile Food Unit License Application
- It is unlawful for any MFU to sell or operate on any public lands or right of way unless authorized by the Albertville City Code.
- No MFU shall operate on private property at any location where sales would not be permitted by the Zoning Code or without written consent of property owner.
- MFU's may be located in a public park with approval from the City & ice cream truck are allowed to operate within public right of way in residential districts.
- No signs shall violate the provisions of the City Code relating to size & number of business signs.
- MFU site shall be kept in a neat & orderly manner and adhere to the following requirements:
- Trash and/or recycling collection & cleanup must be provided.
- Must provide independent power supply screened from view. Generators are permitted.
- Cannot obstruct the movement of pedestrians or vehicles or posed a hazard to public safety.
- Shall be located on an asphalt or concrete surface.
- May not be located within 200 ft. of an existing restaurant. However, may be located within 200 ft. within the same shopping center with permission.
- Must close during adverse weather conditions.
- Must comply with all applicable MN State Fire Code Sections & as regulated by the Albertville Fire Chief.
The temporary fee is $20
The annual fee is $75.
What to know about door-to-door sales
Per Chapter 4 of the Albertville City Code, a person may not engage in the activity of peddling, soliciting, or transient selling without first obtaining a license through the City.
Valid permit holders will have an orange permit stamped by the City and each peddler/solicitor must carry their permit on their person. If you see suspicious cars or persons, please report it to the Sheriff’s Office. Their non-emergency number is 763-682-1162. If you do not want solicitors at your property, you are encouraged to post a no soliciting sign.
Persons going door-to-door in order to sell items or services are required by the Albertville City Code to obtain a peddler or solicitor’s permit.
The fee is $50 per individual.

Recreational Motor Vehicle Permit
The City of Albertville has updated its Recreational Motor Vehicle Ordinance. The changes allow for more opportunities to use recreational vehicles as well as a new permitting system for Class 1 All-Terrain Vehicles (ATV) (4-wheelers), Class 2 All-Terrain Vehicles (ATV) (side-by-side) and golf carts.
The permit cost is $50 and lasts for three years. Applications for permitting are available at the Albertville City Hall; please bring your driver’s license, proof of insurance for the ATV and/or Golf Cart, and your DNR registration number. Upon completion of the registration, residents will be given a permit sticker, which they must display on the back of their authorized recreational vehicle.
Permits are required for Golf Carts and All-Terrain Vehicle (ATV) both Class 1 and Class 2 for use within the City Limits.
Permit holders are required to be familiar with the provisions of the Albertville Ordinance, and applicable Minnesota Statutes and federal regulations.
Minnesota Statutes for Operations
Applicant must meet Minnesota Statute with regards to lighting, licensing, seat-belt use and helmet use.
Per Chapter 8 of the Albertville City Code, no person, except those with an outdoor special event permit, may directly or indirectly host a special event within the City.
Special Event Permit Application
Special Event Permit Requirements:
The Special Event Permit will require information on or documents relating to the following:
- The location and dates of the special event.
- The permit applicant and property owner of the proposed location.
- A site plan or survey of property.
- Proof of Insurance for the special event.
- If intoxicating liquor will be sold on site.
- If Mobile Food Units will provide food services.
- Neighborhood notification method alerting residents that may be affected from the event.
- If outdoor seasonal sales will be included in the special event.
- Estimate of attendees and crowd control and security methods.
- Noise mitigation techniques to be use on site.
- Fire protection and prevention methods to be used including locations of portable fire extinguishers, site and floor plans and fire exit plan.
- Medical facilities provided on site during the event.
- Event parking areas, street closures, traffic circulation routes and pedestrian paths.
- Solid Waste disposal plan including portable toilets, trash containers and other facilities and locations.
Exempt events from the above requirements and standards may be City sponsored events such as: Friendly City Days, Farmer’s Market, Explore Your Parks Nights, Open Streets and other events as deemed exempt by the Albertville City Council.
Per Section 5-5-3 of the Albertville City Code, Outdoor Musical Performances may obtain a permit from the City and may fall under two different categories.
Temporary Outdoor Music Application
A major live occasional outdoor music event is held at an event venue or other commercial property specifically to provide live or recorded amplified music entertainment to a large assembly of persons.
The following criteria shall apply to issuance of a live major outdoor musical performance permit:
- Any person, organization, and/or entity shall be limited to a maximum of two major permits and commercial properties shall be limited to a maximum of three major permit in a calendar year.
- Pay a permit fee and provide information that the site event will comply with the performance standards in the Albertville City Code.
- Demonstrate adequate sanitary facilities for the event.
- Demonstrate adequate security and fencing to control access to the event at the location of the outdoor musical performance.
- Have sufficient off street parking.
- Must not interfere with other commercial and governmental activities or with the quiet enjoyment of residential property.
- Stage, performers, speakers and amplifiers are located three hundred feet from any residence located in a residential zoning district and are arranged in a manner that does not directly broadcast music at or toward a residence within three hundred feet of the stage.
- Shall be allowed between May 15 and October 15 and not perform beyond twelve o’clock midnight.
- Volume must be reasonable and comply with all requests of the sheriff’s department to reduce volumes to mitigate nuisance complaints.
- Failure to abide by these standards or the receipt of nuisance complaints may be grounds for denial of future major outdoor musical permits for the property.
The cost of a Temporary Major Outdoor Music Permit is $50.
A minor live outdoor music event may be acoustic or amplified, at an established commercial location as only part of a regular business service to its customers. An annual permit may be issued for the operation of outdoor live music events in a manner that will not unreasonably disturb the peace, quiet, or comfort of adjoining residential neighborhoods.
The following criteria shall apply to the issuance of a minor live outdoor music event permit:
- Issued to commercial properties only.
- Pay an annual permit fee and provide information that the site event will comply with the performance standards the Albertville City Code.
- Be issued annually and only allowed between the dates of May 15 to October 15.
- Shall comply with all the stage and performance setbacks of a major outdoor music event.
- Shall not perform between the hours of 9 pm and 11 am Sunday through Thursday, and 10 pm and 11 am Friday and Saturday.
- Volume must be reasonable so as not to be audible at the shared property line with a residentially zoned property and comply with all requests of the sheriff’s department to mitigate nuisance complaints.
The annual fee for a Minor Live Outdoor Music Event is $50
Per Section 1000.00 of the Albertville City Code, temporary outdoor seasonal sales require a permit for the City and may be allowed in any business zoning district. (Residential garage sales are exempt from this provision)
Temporary Seasonal Outdoor Sales Application – Applicants must submit a site plan showing the location of the outdoor sales area, produce stand or tent.
All outdoor sales in a business district must comply with the following standards and regulation:
- Sales can operate for a maximum of 60 consecutive days with a maximum of two permits per calendar year for each use.
- The owner/operator of the temporary outdoor sales facility must have written permission from the current property owner to use the site.
- The sales area must be contained outside of the street right-of-way and located on a paved surface.
- Parking and display areas must not interfere with existing business operations or traffic circulation patterns.
- Display areas and parking spaces may not occupy parking areas required for existing businesses.
- The site must be kept in a neat and orderly manner with a City approved daily cleanup plan.
Per Chapter 4 of the Albertville City Code, no person shall sell or offer to sell any legalized adult-use product that contains tetrahydrocannabinol and meets the requirements under Minn. Stat. §151.72 within Albertville without first obtaining a license from the City.
Licenses expire on December 31 of each year.
The annual cost for a THC Retail License is $250 per calendar year.
Retail Sales of Tetrahydrocannabinol (THC) Products Application
Per the ordinance, the businesses eligible for a Retail THC license include:
- Vendors selling primarily tobacco or tobacco related products.
- The license holder of an exclusive liquor store as defined in Minn. Stat. § 340A.101, subd. 10, provided the THC products are sold within the same premises licensed for liquor sales.
- The license holder of an on-sale liquor establishment, provided the THC products are sold within the same premises licensed for liquor sales.
- Vendors selling primarily CBD products or THC products.
- Vendors selling primarily vitamins, health-related supplements, and skin care products.
Eligible establishment selling any form of THC products within the City, require a THC Retail license in addition to any current license the establishment may have. (tobacco, liquor, etc.)
Per Chapter 7 of the Albertville City Code, No person shall remove “waste” materials as defined in Section 4-7-1 from any premises in the City, or transport such waste materials upon the streets and public highways within the City, or in any other manner dispose of waste materials originating in the City, or contract for a permit or to be employed or engaged in any such removal, transportation or disposal without first having obtained a license from the City.
Licenses expire on December 31 of each year.

Every licensee shall carry bodily injury liability insurance in an amount not less than $500,000 per person and not less than $2,000,000 per occurrence and not less than $500,000 of property damage insurance on all licensed vehicles.
The annual fee is $150.
